Converter cooling fans ?

I have a 2001 T2370 with a Centurion 3000, CS 4500 converter. The cooling fans have stopped working. I have removed the fans and they work on a 12V power supply. With a VoltOhm meter, it shows just over 3 volts on the posts where the fan wiring plugs hook to the circuit board. Has anyone had this problem and is it just time to replace the converter? It is the original and still puts out 13+ volts when hooked to shore power. I can set a desk fan in the floor blowing into the vents and the converter works fine. Without the fan, after a short while, depending on how many 12V lights are on, and without the fans working, the converter clicks off and the lights dim, and then after about 5 minutes, it apparently comes back on because the 12V lights get bright again. Any info appreciated. I tried to find this question in the forums but didn't have any luck. Sorry if it's a duplicate post.
